I'm not sure that I feel mostly relief at him leaving, or disappointment that yet another of today's villains is being allowed to slink away before being brought to public account.

I don't think that will happen. America is deeply wounded. There are too many signals that we're seeing the end of Empire - Americans will want to forget and heal, and I doubt that they'll want the national turmoil that those sorts of trials would entail.
