Mike Murphy and Peggy Noonan tell us in a candid moment that the U.S. presidential race is over. In their view, because of Palin.

    And, of course, Canada. In fact, the only American state surrounded by foreign policy. As opposed to Hawaii, which is surrounded by fisheries policy.
